Prasad succeeds D.V. Sadananda Gowda, who was moved to the Ministry of Statistics and Programme Implementation in the reshuffle and expansion of the Union Cabinet on Tuesday.
Prasad was earlier moved out of the Law Ministry in November 2015.
In Modi's cabinet reshuffle on Tuesday, Smriti Irani was shifted to Textiles ministry while Prakash Javadekar, who was elevated to cabinet rank, gets the HRD ministry.
Finance Minister Arun Jaitley sheds the Information and Broadcasting portfolio, which will now be looked after by Urban Development Housing & Urban Poverty Alleviation minister M Venkaiah Naidu.
Senior BJP leader Vijay Goel is the new Sports Minister and Manoj Sinha is new telecom minister. Ananth Kumar gets Parliamentary affairs and Jayant Sinha has been given civil aviation (MoS), while MoS Arjun Ram Meghwal has been given finance and corporate affairs.
