PIL in Gujarat High Court challenging Shivendra Gupta 's appointment as VNSGU Vice Chancellor in Surat

The Gujarat High Court has issued notice’s to the Veer Narmad South Gujarat University (VNSGU) Vice Chancellor Shivendra Gupta, the state government and several others on a Public Interest Litigation filed in the court against the appointment of the VNSGU VC Shivendra Gupta. According to the petition, Gupta does not ‘qualify’ to be on the coveted post as he does not have the required experience. However, he has superseded several others who were eligible for the office of the Vice Chancellor.

The Gujarat High Court has issued notice's to the Veer Narmad South Gujarat University (VNSGU) Vice Chancellor Shivendra Gupta, the state government and several others on a Public Interest Litigation filed in the court against the appointment of the VNSGU VC Shivendra Gupta.

According to the petition, Gupta does not 'qualify' to be on the coveted post as he does not have the required experience. However, he has superseded several others who were eligible for the office of the Vice Chancellor.

According to the PIL, filed by Prafull Desai, the appointment of the VC is illegal as he does not have the requisite academic experience needed for the top post. When the appointment was being made, 52 people from various academic backgrounds applied for the VC's post. The search committee recommended 3 people out of it.

Those who featured in the list included the principal of Amreli College, Ahmedabad's LD Arts College principal Mahipat Singh Chavda and Bharuch's Narmada College principal Dr Bhaskar Raval while Shivendra Gupta's name did not had any mention. But according to information, says the PIL, the search committee was given oral orders from the department of Higher Education to drop Dr Bhaskar Rawal's name to accomodate Shivendra Gupta.

The PIL also says that according to the rules laid down by the government for appointment of Vice Chancellor, as per an RTI filed, an applicant should have 15 years experience in teaching in a recognized college, University or research institute but Gupta has no such experience.

It is interesting to mention here that before being appointed as the Vice Chancellor of this prestigious University, Shivendra Gupta also applied for the same post in various other universities in Gujarat including Krishnakumar Singhji Bhavnagar University, Krantiguru Shyamji Krishna Verma Kutchh University and Gujarat Technical University.

Gupta missed the bus, possibly due to his inexperience. As a matter of fact, sources on condition of anonymity revealed that the decision regarding Gupta's appointment was done due to his proximity to a few state level politicians.
